School toilets that work
Pupils judge a school by its toilets, and so do parents and inspectors. The best school toilets are easy to supervise from the corridor, private once you are inside, quick to clean and hard to damage.
This page sets out the rules that apply in England, the guide numbers, and what a refit usually costs. A typical block refit runs £25k to £30k before VAT; a full strip-out with new services has cost councils £52k to £95k per school in 2025.
Signs a block is due
- Smells that come back however often it is cleaned, usually from failing seals, traps or drainage.
- Pupils avoiding the toilets all day, or queues at break that eat into lessons.
- Cubicle doors and partitions with gaps, broken locks or swollen chipboard edges.
- Exposed pipes and cisterns that get tampered with, flooding and blocked WCs.
- No toilet a disabled pupil can use without going to another part of the school.
- Asbestos, old lead or galvanised pipework, or wiring flagged in a condition survey.

Where these figures come from
Part prices are supply only, before VAT, from published UK washroom supplier price lists, autumn 2026. Block prices come from published UK contractor price guides, autumn 2026, and from council contract awards in 2025 (listed on the cost planner). A guide, not a quote. Add VAT at 20%; most state schools and academies can recover it, so check with your finance team.
What good school toilets get right
The details that decide whether a school washroom still works in ten years.
Supervision without intrusion
Basins in an open, visible area off the corridor and cubicles that are fully private. Many new schools use full-height cubicles opening onto a shared wash area instead of separate rooms.
Privacy that holds up
Doors and partitions with no gaps at the hinge or lock, robust indicator bolts and panels that resist kicking. Gaps are the first thing pupils complain about.
Nothing to tamper with
Cisterns, pipes and valves behind lockable IPS panels, push-button or sensor flushing, and taps that shut off on their own.
Floors and walls that clean fast
Slip-resistant safety vinyl coved up the wall, and hygienic cladding or large-format tiles at splash zones. Fewer joints, less dirt.
Air that moves
Mechanical extract sized for the room, ideally running on presence detection. Most smell complaints are ventilation or drainage, not cleaning.
Sizes for the age group
Lower pans, basins and cubicle heights for infants; standard heights for secondary. All-through schools need both.

Survey and brief
Count pupils and WCs, note what fails (leaks, smells, privacy, cleaning), and get an asbestos refurbishment and demolition survey for the rooms affected.
Layout and specification
A drawn layout to scale, the cubicle and panel system, sanitaryware, floor and wall finishes, ventilation and lighting. Fix this before you ask for prices so quotes compare.
Quotes or tender
Three quotes on the same specification, or a framework call-off or tender if your finance rules ask for one at this value.
Order early
Cubicles and panels are made to order, usually in a few weeks. Order in spring for a summer holiday install.
Holiday works
Strip-out, first fix plumbing and electrics, floor, wall finishes, then panels, cubicles and sanitaryware. Most single blocks fit inside the summer holiday.
Handover

Questions people ask
How many toilets does a school need?
The School Premises Regulations do not set a number. DfE advice gives an example of one toilet and basin for every 10 pupils under five, and about one for every 20 pupils aged five and over. See Standards for school premises. Our regulations guide works through the numbers.
Do boys and girls need separate toilets?
Yes for pupils aged eight or over, unless the toilet is in a room for one pupil at a time that can be secured from the inside. That is regulation 4 of the School Premises (England) Regulations 2012, which also applies to academies and free schools through the independent school standards.
Can school toilets be unisex?
Shared facilities are allowed where each toilet is a fully enclosed room for one pupil that locks from the inside, often with a shared, visible wash area. Rows of cubicles with gaps above and below are not enough for pupils aged eight or over. See our guide to unisex toilets in schools.
Does Part T of the Building Regulations apply to schools?
No. Requirement T1, in force since 1 October 2024, excludes schools as defined in the Education Act 1996 and early years premises. Schools follow the School Premises Regulations instead. See the 2024 amending regulations.
How long does a school toilet refurbishment take?
A single block typically takes three to six weeks on site, which is why most are done in the summer holiday. Council contracts in 2025 commonly ran from late July to the end of August. Small refits can fit an Easter break.
Can we stay open while the toilets are refurbished?
Yes if you have another block pupils can use, the work area is sealed off and contractors follow your safeguarding and sign-in rules. Phasing one block at a time in term is common in larger schools.
